With local, national and international crime rates on the rise, governments around the world have been struggling to find a way to curb the current trend. Millions of dollars have been spent on trying to find out the "who, what, when, where, why and how" of the staggering numbers. Millions more dollars are spent on the construction of more prisons and correctional facilities to shelter the convicted inmates. Programs are being created to ‘reform' current inmates.
I can tell you that the prison system in the United States could use a good reform itself. The Judicial System isn't very far behind the prison system in needing the same, yet that is another article to come. What we do with convicted felons here apparently does not...
